Review of Planning System

I have announced major reforms of the planning system as part of the forthcoming Planning No.1 Bill which was approved by Government this week. The general scheme of the Bill will be published in the coming weeks.

The new reforms include new Part V requirements for developers, the introduction of a vacant site levy and ‘Use it or Lose it’ clauses with planning permissions.

The new Part V proposals will require developers to provide up to 10% of their housing units for social housing and the legislation will remove the ability of developers to account for their social housing commitments through cash payments to local authorities. The proposals will furthermore ensure that the social housing units will be located predominantly on the site of the original developments.

Revie of An Bord Pleanala

I am initiating an in-depth operational review of state planning body, An Bord Pleanala.

An Bord Pleanala (ABP) is an independent body established initially under the Planning and Development Act 1976 which is responsible for the determination of planning appeals and certain other matters under planning legislation, including the assessment and determination of applications for strategic infrastructure development such as major roads, railways, electricity transmission lines etc, as well as proposals for the development of Strategic Development Zones (SDZs).

 

It is also responsible for dealing with proposals for the compulsory acquisition of land by local authorities and others under various enactments.

Ploughing Championship

I was delighted to attend the Ploughing Championship last week, which was a massive success and was attended by huge crowds, congratulations to all involved in the organisation.  The Labour Party had a tent and had a large number of visitors over the three days.  I was delighted to meet Mary Fogarty and Maeve O'Hair of the Cottage in Loughmore. which is a community co-operative shop and tearoom.  The village hadn't a shop for a number of years, so I have no doubt this is a welcome addition.  This is a unique venture and is the first one in the country.

Official Opening of New School Extension at the Presentation Secondary School in Thurles

On Friday last, I officially opened the new school extension at the Presentation Secondary School in Thurles.

Last year, I was delighted to announce a huge investment for the Presentation Secondary School in Thurles. The school received in the region of €500,000 which allowed the school to build six new classrooms and four new resource rooms as well as other works. The school is one of the first two schools in the country to receive funding under phase 2 of the Governments School Building Capital Programme for extensions and renovations. The new extension of adds to the magnificent building.

Official Opening of the 'Who to Talk to' Event

I was delighted to officially open the 'Who to Talk to' Event which was organised by Tipperary Local Enterprise Office and held in LIT Thurles. 

This event is an excellent example of collaboration and collective effort. Tipperary County Council in conjunction with Enterprise Ireland, the Education & Training Board, LIT, Local Development Companies, Teagasc and the Local Enterprise Office came together to repeat the successful ‘Who To Talk To’ initiative which is now in it’s third year.

St. Anne's School Tipperary Town

On Friday last I was delighted to visit St Anne's School in Tipperary Town where I raised a green flag. This flag was my first green flag as Minister, it was also the first Green flag for St. Anne’s.  It was great to meet the students and staff at the school.  I have no doubt that the school will be successful in its quest for more green flags.

I would like to congratulate the Tipperary towns and villages who took part in this year’s Tidy Towns Competition.

 I would particularly like to congratulate Gold medal winners: Birdhill Emly & Clonmel Silver Medal winner: Terryglass, Bronze Medal winners: Kilsheelan and Silvermines The County award winners: Birdhill (Tipperary North) and Emly (Tipperary South). Highly commended: Terryglass, Clonmel, Silvermines and Kilsheehan Endeavour award winners were Two-mile-Borris in north Tipperary and Kilross in Tipperary south. National winner of the Notice Nature Biodiversity Award: Cloughjordan/Scohaboy Raised Bog Restoration Project Climate Change award: Emily Tidy Towns.

I was delighted to help Roscrea Hurling Club with their recent Sports Capital Grant application where they successfully received €45,000. I want to say well done to all and keep up the good work being done within the club.
